No. Western Sichuan (Kham) is part of Sichuan Province, not the Tibet Autonomous Region (TAR), so no Tibet Travel Permit is required.
You only need a valid Chinese visa to visit Kangding, Tagong, Ganzi, Dege, or Daocheng Yading. A Tibet Permit is required only if your tour continues into the TAR, such as on a Chengdu–Lhasa overland tour.
