Can foreigners still travel overland from Lhasa to Kathmandu?

Border update (2025): The Gyirong Port is temporarily closed due to bridge damage from landslides back in July. Travelers now exit Tibet via the Zhangmu Port (Kodari on the Nepal side). Zhangmu town is still under reconstruction after the 2015 earthquake, so facilities are basic but functional.
